CHAIRMAN HOUSE OF REPRESENTATIVES COMMITTEE ON NARCOTIC DRUGS AT THE INAUGURATION OF THE COMMITTEE ON WEDNESDAY 22ND NOVEMBER, 2023 HELD AT MEETING ROOM 107 NEW BUILDING HOUSE OF REPRESENTATIVES, NATIONAL ASSEMBLY COMPLEX, ABUJA.

The Deputy Chairman, esteemed members of the Committee, Clerk of the Committee,
invited gentlemen of the press, ladies and gentlemen.
I stand before you today with a profound sense of purpose and commitment as we gather for the inauguration of the House of Representatives Committee on Narcotic Drugs. It is an honor to welcome each one of you to this important event, marking the beginning of our collective efforts to address one of the most pressing challenges facing societies across the world and Nigeria in particular, which is the issue of drug abuse.
In this modern age, the problem of narcotic drugs has become increasingly complex, transcending borders and affecting communities in every corner of the globe. It is not just a matter of law enforcement; it is a matter of public health. As members of this committee, we have been entrusted by the Honourable Speaker of the House of Representatives Rt. Hon. Tajudeen Abass Ph.d, with the mandate to initiate effective legislations, strategies, and promote international cooperation to combat this menace.
Our mission is clear: to protect our communities and nation from the devastating impact of narcotic drugs, to promote public health and safety. To achieve these goals, we must work together tirelessly, transcending political, cultural, and geographical boundaries.
To guide our efforts, I propose that our committee focus on the following six (6) key areas/agenda:
1. Prevention and Enlightenment: Enlightenment is a powerful tool in the fight against drug abuse. We must invest in comprehensive prevention programs and
campaigns that raise awareness about the dangers of illicit drug use.
2. Treatment and Rehabilitation: Those struggling with substance abuse deserve
access to high-quality treatment and rehabilitation services. We must empower the NDLEA to carry out innovative therapies, and ensure that individuals in need receive the care and support necessary to overcome addiction and get reintegrated into society. Hence, we shall ensure the establishment of a minimum of one-rehabilitation centre in each of the Six Geo-Political zones of the country.
3. Law Enforcement and Criminal Justice: While prevention and treatment are
essential, effective law enforcement remains a crucial component of our strategy. We must support the NDLEA in their efforts to disrupt drug trafficking networks, dismantle organized crime, and hold drug traffickers accountable.
4. International Cooperation: The fight against drugs knows no borders. We must
strengthen international cooperation, enhance information sharing, and support each other in tackling the global drug trade by collaborating with stakeholders internationally.
5. Research and Innovation: Advancements in research and technology can play a pivotal role in our efforts. We must invest in research to better understand the causes of drug addiction.
6. Human Rights and Social Justice: In our pursuit of a drug-free Nigeria and the world in general, we must never lose sight of our commitment to human rights and social justice. We must advocate for policies that protect the rights and dignity of individuals affected by drug abuse, including access to healthcare, legal representation, and protection from discrimination.
Finally, I wish to state categorically that I will personally join campaigns against the use of illicit drugs and psychotropic substances, and I implore you, honorable colleague to join me in this endeavor, I will operate always an open-door policy for your suggestions and advice to move the committee forward.
In conclusion, as members of the Committee on Narcotic Drugs, we have a unique opportunity and a solemn responsibility to make a difference in the lives of millions of our people. By working together with determination, compassion, and a shared vision, we can create a safer, healthier, more secured and just world for all. Let us embark on this
journey with unwavering dedication, mindful of the impact our decisions will have on future generations.
